Call for proposals - EACEA/24/10: The Jean Monnet programme support to European associations active at European level in the field of education and training and European integration

This call for proposals will support European associations in the fields of education and training, which are active in European integration subjects, and/or pursuing the objectives of the European education and training policy.

In the implementation of Key Activity 3 of the Jean Monnet programme, the specific objectives of this call for proposals are:
- to support high-quality European associations contributing to increasing knowledge and awareness on the European integration process through education and training,
- to support high-quality European associations contributing to the implementation of at least one of the strategic objectives of the strategic framework for European cooperation in education and training (‘ET 2020’).

To be eligible, an applicant must be a non-profit organisation, located for more than two years in one or more of the following countries: the 27 EU Member States, Iceland, Liechtenstein, Norway, Turkey, Croatia, Switzerland. It must also undertake the majority of its activities in the eligible countries and operate in the field of education and training at European level as its principal activity.

EU funding under this call will take the form of operating grants.

Relevant activities will contribute to:
— increasing knowledge and awareness on the European integration process through education and training, and/or implementing at least one of the following strategic objectives of the strategic framework for European cooperation in education and training (‘ET 2020’):
1. making lifelong learning and mobility a reality
2. improving the quality and efficiency of education and training
3. promoting equity, social cohesion and active citizenship
4. enhancing creativity and innovation, including entrepreneurship, at all levels of education and training.

Funding will be available for a maximum of 12 months, starting between 1 January 2011 and 1 April 2011.

Two schemes for a possible agreement are proposed:
- Framework partnership agreement
Organisations wishing to establish a long-term relationship are invited to submit an application for a framework partnership agreement. This kind of agreement formalises a partnership for three years.
- Annual operating grant agreement
Organisations not wishing to make a long-term commitment under a framework partnership agreement may submit an application for an annual operating grant.

An organisation can apply for a framework partnership agreement or for an annual operating grant agreement.

The total indicative budget under this call is €1.7 million.

The maximum annual operating grant per association in a framework partnership agreement will be €100,000 in the first year, with the possibility of increasing that amount to €125,000 in 2012 and €150,000 in 2013.

The maximum operating grant per association for an annual work programme of 12 months will be €100,000 per year for 2011-2013.

The deadline for applications is 15 December 2010.
