This is a call for proposals for funding information measures within the meaning of Article 3(1) of Council Regulation (EC) 814/2000. It concerns measures to be implemented (including preparation, implementation, follow-up and evaluation) between 1 May 2011 and 30 April 2012.
The information measures proposed should help clarify and raise public understanding of the Commission's proposals to reform the CAP that will be put before the Council and the European Parliament in 2011.
Under this call, the Commission wishes to give priority to measures aimed at:
a) explaining, debating with the general public and specifically young city dwellers and promoting the role and usefulness of a strong, sustainable and balanced policy, which is defined and conducted at EU level;
b) studying and debating the new Common Agricultural Policy (CAP) guidelines with the stakeholders from the agricultural sector, the rest of the food supply chain and rural areas;
c) discussing EU policy concerning the quality of agricultural products.
The following messages should be conveyed:
- the CAP is a living policy
- the CAP highlights the multifunctional nature of agriculture
- EU territory comprises mainly rural areas
Under this call, the Commission wishes to receive applications for the following types of measures:
- information campaigns comprising more than one of the above-mentioned types of information measure,
- production of visual, audio and audiovisual tools (such as radio and/or television programmes, documentaries, discussion programmes etc.),
- production and distribution of multimedia and/or audiovisual material (clips, DVD, new media, social media, etc.),
- measures targeting schools and universities,
- media events,
- conferences, seminars and specialised working parties intended for the relevant stakeholders and journalists,
- information stands at events or in public places.
The target audience is the general public, specifically city dwellers, young people and stakeholders from the agricultural sector, farmers and other potential beneficiaries of rural development measures.
Applicants must be legal persons legally constituted in a Member State for at least two years, including: farmers' or rural development organisations, consumer associations, environmental protection associations, non-governmental organisations, public authorities of the Member States, the media, schools and universities.
The overall budget under this call is €3.25 million. Grants will be between €20,000 and €300,000 per information measure, with the Commission contribution limited to 50% of the total eligible costs (excluding staff costs, which are covered by a separate flat-rate amount of €10,000).
The deadline for applications is 5 November 2010.
