Decision No 1041/2009/EC of the European Parliament and of the Council of 21 October 2009 establishing an audiovisual cooperation programme with professionals from third countries (MEDIA Mundus)

This Decision establishes the programme MEDIA Mundus for the funding of projects for international cooperation in the audiovisual sector for the period 1 January 2011 to 31 December 2013. It enters into force on 24 November 2009 and applies from 1 January 2011.
The programme aims to increase the competitiveness of the European audiovisual industry, to enable Europe to play its cultural and political role in the world more effectively, and to increase consumer choice and cultural diversity. It will seek to improve access to third-country markets and to build trust and long-term working relationships.
It will be open to professionals who are nationals of an EU Member State, the European Economic Area or other specified countries, and to professionals from ‘third countries’. Projects eligible for funding must be audiovisual works, such as feature films, documentaries, animation films and must be proposed and implemented jointly by European and third-country professionals.
This Decision sets out the specific objectives of the programme, which broadly concern: Information exchange, training and market intelligence; Competitiveness and distribution; Circulation. The programme budget is €15 million. Funding will take different forms, including grants, scholarships and prizes. Funding will normally not exceed 50% of the final costs of a project, but in some cases may be as high as 80%.
